you target the source its NOT pakistani fest, why should Pk people worry about enjoying the fest. its pre pk thing, needs to be eliminated or has to be redesigned with safty of residents in mind.
almost all the Hindus had left West Punjab/Lahore for India, but their tradition of Basant remained; and even today Lahore take pride in Basant and fly kites from their rooftops with the same enthusiasm
the people who started this, are not among us anymore, or if they are they are too old to worry about kiteflying.
so we need to move on to something more advanced for our fest and more envoironment friendly
