Firstly, I agree that non-filers are contributing toward this problem.
Secondly, Non-filers are not the only ones contributing to this problem. Corruption goes hand in hand with it.
Third, have you ever filed a return on the FBR website ? Its very easy to quote world wide (democratic) procedures and practices but my dear friend, this country is special.
If you look at the bigger 'pakistani' picture these non filers are politicians/feudals who have front men who do jobs for them and they do everything by cash. bucket loads of cash. And worst is that these parliamentarians/feudals/politicians are the one making these extreme laws which choke law abiding citizens.
Lastly, i hope you are right about classifying all this as petty expenses as this method will benefit all in pakistan. However, if you can be kind enough to quote the relevant column in which this is entered as "petty" in the FBR return system then that would be further helpful to all.
BUT, if you are only saying this based on your American tax filing system then i think it might not be valid here...
Some one more experienced with the FBR filing is welcome to comment on this point.
By the way, the push cart vendor is only one example,..
DO regular rickshaw and black taxi issue receipts ?
Does you regular house maid and regular child carer issue receipts ?
plus Other may expenses without receipt.
These expenses from these alone run into a sizable amount of money. An amount too large to classify as 'petty' infront of a tunnel vision "lakeer ka faqir" FBR officer.
