yes you can restore plastic by using the same polishes which are used on plastic rear windows of convertible cars. since this is hard to find in PK i'd advise mixing a 50:50 mix of braso liquid polish and car wax. yes i know it sounds odd but with this mix you'll get mild abbrasive properties as well as protection and it'll buff out the lights (works on paint as well).
just make sure you keep the mixture "wet" if it dries out it'll become hot and also scratch. best bet is to apply the mix, polish by hand or orbital polisher for 2-5 minutes and let it dry and then remove it. after removal apply a layer of car polish and see if it worked. if it didn't repeat the process a few times ut make sure you don't rush the process or it'll lead to the lights getting more sratches on it.
try a small area first, or try it on a sealed PVC bottle (like a 1.5L pepsi bottle) till you are confident
