I believe a good City 2015 and onwards is 30 plus currently, specially in Lahore.

Market has already been on the Higher side at North.

As compared to Karachi where prices are 1-2 lacs less . However, i found the Vehicles of Karachi in rather rough condition as compared to northern areas due to environmental factors and bad suspensions due outstanding roads of Karachi

Yes, specially the rust issues. But, you can find a Karachi registered Punjab driven car in good condition in relatively lower price (generally company maintained cars). I remember I once bought a Suzuki Cultus 2009 model Karachi registered in Lahore in immaculate condition and way lower price as compared to Punjab registered. Big cities cars are more priced than small cities. And right now used car market is unbelievable.

Well, i totally agree with you on purchasing a company maintained car registered in Karachi but driven in Punjab . In my little knowledge, companies register their cars in Sindh due to less taxes as compared to Punjab .

Now with the new policy where Sindh registered cars can be transferred to Punjab, even rusted Karachi registered cars are being sold / demanded by owners at par with the fresh condition cars of Punjab!

Unfortunately the online prices are usually overstated. The following can be considered in 35.

Toyota Yaris 2020-21 (manual) - auto transmission might be difficult to find in 35
Honda City
Suzuki Swift 2022 (manual) - auto transmission might be difficult to find in 35
Suzuki Swift 2021 (old) - would save you a lot from 35
Suzuki Cultus 2021-23
Suzuki Alto
Changan Alsvin
Corolla 2017-2018

Honda City 2016-17 model, AC works super super chull even in peak 42 °C summer, and fuel economy and suspension are superb in its segment. better than Yaris and Alsvin both.

Civic Rebirth, excellent cabin space, and the Vtec engine's performance is superb. Fuel economy is, however, like 9-10 in regular use, maybe 11-12 if you drive like a paranoid.

Avoid Cultus, its AC trips too much in peak 42 °C summer.

The Honda Fit 2016-18 is also a good choice in JDM hybrids.

Suzuki Swift is also a good choice but its very hard to find a good unit, most of them are either major accidented or some which are good, demands arm and leg.

I honestly recomend City and Swift (if you can find a good deal).

Idk which vip city your drove but city 2015 or 2016 has ac issues and it has less cooling then a toyota corolla or the previous gen idsi city which actually had excellent cooling and no issue of tripping which ivtec one has 2015 onwards
