The front getting lowered by a mechanic is somewhat unlikely. I am thinking rusted front beam or worn out front shock, or both. Jack her up at front and crawl underneath it to see if the front beam mounting points are rusted through (major pain in the @$$ - fix, replace the beam). In very rare cases, even the torsion leaves inside the front beam tubings could get rusted through if the beam has not beam greased for a very long time with worn out torsion arm seals (water gets through worn out seals inside the beam and can cause rusting of the torsion leaves inside the beam).
If not, you need new shocks for this baby up front. Good luck.
