If a person has parked wrong, nothing can be done except asking a police fork lift to lift it.
In terms of talking to the person, if you'd be rude, he'd be rude and there is no reason to escalate blood pressure of both IMO. The time has been wasted, why waste peace of mind on top of that. Politely tell him so that he thinks before parking like that again.
I once parked near someone else's driveway on the other side of the road. since road was rather narrow, he had a tough time driving car out of his garage. He just left a sticky note on my car asking politely to be more considerate when parking in front of someone else's driveway. It was very polite, I was ashamed. Now I double check before parking.
If you're not making anything to make it better for the future, please don't make a fuss of it. You cannot saw sawdust.
