DTH or Direct to Home stands for satellite based cable TV, which bypasses local (or traditionally mohalla wala) cable providers. All subscribers get a service subscription directly from the DTH itself, based on a package, price and perhaps availability.
DTH in Pakistan will likely bring a large assortment of channels, all digitally transmitted, with a good choice of HD content. India is the most competitive DTH market in the world, with 6 commercial and 1 public (and free) service. The content is received through a small dish antenna on roof top and separate dish receiver (or decoder) attached to each TV screen with subscription card or authorisation code. Subscription cards can be recharged or expired as per the payment packages.
All in all, this will be a massive improvement to the existing cable TV infrastructure.
