obviously no one is responsible for no one ! everyone is responsible for himself, or for people who depend upon him. my father never let me drive the car until i turned 18, invested time in learning how to drive and properly respect traffic rules, and then get a license. he also could give me the keys k bazar se roti le aou it would be convenient, instead he waited for the right time.
But not everyone likes to follow the rules, for such people, law enforcement is necessary which makes sure such morons follow the rules.
In a city where people from every nook and corner of the country come to crowd, live and then claim it as their 'haq', such things happen.
every where in the world there is a rule of law, therefore whether the citizens love it or not, they have to obey it. and i agree with your point of limiting the cities' population but when someone here tries to do it, people label him a traitor !

anything newer than 2000 is the biggest nonsense on the roads of Pakistan. people who just got the money from nowhere or got a car on leasing, not knowing how to drive, everyone has a car and every road belongs to him ! people who saved and then bought their cars care much more for them and also drive sensibly.
