Default Vitz 2000 Patrol Avg not Good!

I recently bought Vitz 2000 1.0 VVTi TRD RS version on patrol, but its patrol avg is really not good, its give only 7/8KM per litter without AC. I have already done tuning works, but same condition.

Please help how to improve patrol avg.
