Who told u that Vitz gives an average of 12-13 Km/l. that is the max ur gonna get. Vitz 1.0L gives pathetic mileage.
Kept 3 of these and never got anything above 7-8

I'm not sure what you can do apart from regular maintenance....better visit Toyota 3S dealership for more suggestions......but your vitz' mileage is less than expected. My Vitz 2007 imported in 2012 and currently done 104k on the odo can easily manage 18-19km/liter on m2 w/o ac and 17-18km/liter with ac running full time with speed in the speed range of 90-100km. Combined mileage with 30% city driving with full a/c gives me 15.5-16 km/liter min.

Actually the definition of "city" for consumption statistics is quite misleading. My office drive is 4Km. And in that drive, 80% time is in 2nd - 3rd gear. Lot of u-turns, bumps, chowks, police check post etc.

In this condition, my Nissan 1.5 with swapped engine gives around 10kpl. If route is a bit better, it goes to 12 kpl. My carby 81 model charade used to give 8~9 kpl on the same route. Generally speaking, in Lahore city conditions, you may not expect any thing better than 9-10kpl.

The best method to compare the mileages is at motorway or some straight patch of GT road, with the car being in the highest gear. This will give you the best idea whether your car is doing good or needs some tuning.

    No true at all.
It is what you purchased from the market.
For 2012, 2013 Vitz the fuel average is between 18 to 20 km /L. It is what u have bought and maintained.
