Actually the definition of "city" for consumption statistics is quite misleading. My office drive is 4Km. And in that drive, 80% time is in 2nd - 3rd gear. Lot of u-turns, bumps, chowks, police check post etc.
In this condition, my Nissan 1.5 with swapped engine gives around 10kpl. If route is a bit better, it goes to 12 kpl. My carby 81 model charade used to give 8~9 kpl on the same route. Generally speaking, in Lahore city conditions, you may not expect any thing better than 9-10kpl.
The best method to compare the mileages is at motorway or some straight patch of GT road, with the car being in the highest gear. This will give you the best idea whether your car is doing good or needs some tuning.
