Thats not even close to that, its EGR, its there to control your fuel emissions.

Bought that projection headlamps almost two years back with 10000k HIDs,
put 16" bbs and with 205/55 tyre.

This ain't a VTEC solenoid, this is EGR Valve which allows and cuts the exhaust flow. In the 7th Gen Civic's the PKDM and the JDM engines didn't come with EGR, they mostly came in the Thai, Malaysia, Turkey type variants.

When EGR fails or is turned off you car may knock at low rpm's while cruising or you might hear a little tapping sound similar to knock. Your car fails emission tests i.e excess in Nitrogen that will again lead towards knock. When i swapped my blown D17 with a D16W7 VTEC-E Motor I faced this knock issues while cruising at low rpm's, tried to fix it by a tune-up, cleaning of plugs and coils, High-Octane all the way but no good. Than after some research I finally realized its because of the EGR valve which came in the D16W7 VTEC-E Motor and was missing in the JDM D17A so replaced the whole wiring just because of that EGR and it fixed the issue.P.S No check light appeared when it was not working and even after connecting.
Where it is connected? My cousins car had it disconected. That car had been swapped with d17a like 3 years ago it was 2003 honda civic cat eye (old) shape .Dont know about knocking. How can he fix it?

If the car is not giving knock issues than there is no need to turn it on IMO. But if really wanna do so you might need a complete uncut wiring of a 7th gen engine that comes with EGR along with its ECU I believe.

In the PKDM 7th Gen Civic it didn't come as I already mentioned in my early post. Replacing a uncut wiring and ecu is not a rocket science, just a plug and play job which can be done in an hour max if the new wiring is complete and uncut.
