the vacuum pods whose levers hit the throttle plate are either the headlight rpm up or the ac idle up. the one that is facing the passenger side is probably the ac idle up and the other is the headlight rpm up
find a third mechanism apart from these two, that is the dashpot, it will also be a vacuum pod that will move a lever (i expect atleast two big levers on this carburetor, the levers will eventually move the throttle) you need a check valve on the vacuum line that goes from carb body to the dashpot vacuum pod.
there should be a thin brass nipple on the throttle body, that is for the distributor vacuum advance
there might be an extra nipple near the mixture screw, in cultus carburetor that is usually blocked with a plastic cap
