Pictures are showing bubbles with fumes. Looks as cooling system is making too much pressure. Check head gasket.
if you have an external coolant leak from the headgasket - clean it off and recheck and immediately install a new head gasket too, I also see plain water in the radiator - this is death for a 2C diesel engine, please use the red or pink toyota coolant in it or BASF Glysantin G05 or something like Shell, CAT, Havoline LLC
the cap is removed, the system is under atm pressure at the moment, The steam is normal as its getting boiled out - the bubbles are not though.

if these are the bubbles you are worried about, - i suggest flush the cooling system, place thermostat back in place, rig fans to run over automatic ... HOW?? its here. use coolant as suggest above by GURU
today i visited the shah work sevices and find the leakage the water is comming under nozzle guy told me that head is cracked............so he make a last jughaar......if it may work he change the vashels and use laminate the 2 nozzle with silicon.........and fix them again and told me if it failed last we have to open headin that case.........8 to 9k for sevice and kharad work
The BAS%$#D mechanic have suggested skinning you alive, you shall change mechanic, source a fresh head from scrap yard and get work done simple and straight way. Change head gaskit, place thermostat valve in cooling system, use coolant, rig the cooling fans to work on automatic. stay away from the idiot suggesting silicone treatment of head surely wastage of money
sir surely leaking is stopped from nozzle place,,,,,,,,,,,,,,and now observe strange thing while running engine .......i pulled out oil stick and found some water is pouring out ....i think coolant is leaking in oil chamber......
Those are exact signs of head gasket failure, dnt wait for these jugaars to work coz they don't. I would go by the advice given by @capsat. And please dnt try your luck any more with these jugaars and get the problem cured in the right way

If this were my car I would immediately decommission it, running an engine (specially a diesel) with water in the lubricating oil results in completely wiped out crank main bearings and con rod big end bearings. (meaning a completely dead engine).
There is no jugaar or shortcut to repairing this involving washers, RTV silicone etc etc... The only repair that is suitable is a tear down. The toyota 2C cylinder head bolts design and quantity are extra strong and for such to happen the cylinder head faced extreme local heat.
Malikworker! you should stop experimenting now and go for actual repairs as suggested by all in above posts. Now it is too much clear that oil and water are mixing. You have a mixture of water and engine oil inside ur engine.

sir today head is opened and ..........replaced with new valves gasket .........but car is again making lot of pressure........no thermostate device is in car.......water is cold but making high pressure in radiator what could be the reason
