People just buy Xli because of the brand 'Corolla' when in reality even they know they are being ripped apart. Mostly it's the 'Rent a car' guys. Any sensible person would go for atleast a Gli when buying a Corolla. I tend to disagree with you though on Rxi/Lxi. Rxi has good brakes but the ABS gives the LXI much more superior brakes, especially in wet/slippery road conditions. And are you sure ABS can be installed aftermarket? As far as I know, It cannot be.
Keeping it simple for the poster. If you want value for money, better build quality, independent suspension but are ready to comprise on resale and ABS then go for Liana. However if you can handle the stiff non-independent suspension of city, and want some extra features like ABS with resale, go for City. Civic would be extremely expensive to maintain. If possible, take a test drive of both cars, you'll be able to make a decision.
