Before I went for this venture of transferring the ownership of the surf vehicle that I recently purchased, I really looked up deep on pakwheels and other forums for some relevant info which would be helpful for me but I didn't find some really significant Data. So I thought I'd update all so that it may be helpful for others too.
First of always remember that the excise office has moved to H-9. It's right next to the HEC BUILDING. People who are not islamabad residents, you gotta get on the main Kashmir highway and from there you get on the Agha Shahi road and then get on the service road. Always remember, it's CLOSED ON SATURDAY AND SUNDAY. I did the mistake of wasting time by coming on Saturday (as someone told me, it's open on Saturday) and I had to get back ad it's closed. Friday it's open and Juma Prayer break is from 12:30-2pm. There are no agents allowed in there but still you can find a guy or two who are helpful to fill up the forms for u (taking 50 rupees) and also you would find people in the rows who would offer to help and would ask you for money. But I would say it's best to do it on your own. Friday is a good day to go there as there is less crowd.
First of all, you gotta go to the window 5, from where you will get three challan forms and three forms. They charge 30 rupees for that. Then you fill the forms up. Fill in the relevant info in the challans. What to fill in, it's pasted on the window 5. You can also ask the staff. They do tell. Though you have to request them to help you. Remember, always take the seller along. After filling the forms, get a photo copy of your ID card and the seller's as well. Keep the original registration book in hand. Then you take the challans to window 16. He will mark the required transfer fee on the challan with a stamp. It definitely varies. In my case for the 2000 model surf SSR-G, it was Rs 3000. Then you go to the window 16 with the seller, and they take the signature and the thumb print of the seller and they give you a computerized transfer deed. Now on this deed, you will fill in your info as the buyer along with a signature, and all the details. Then you will take this entire catalog of papers to window 17. The guy is gonna verify the present seller's details and also may ask your details too. Then you go to the window 6 for scanning fee. They verify your papers and registration book and charge 500 rupees and give you a yellow slip. Then you go to the bank ( the adjacent windows). You submit the transfer fee and they give you one challan out of three. Then you gotta take all these papers along with the transfer deed to the window 16 and he takes your finalized papers and gives you a computerized receipt. On the receipt, the date of collection of your registration book is mentioned which is usually a month. Till that time, this receipt is gonna serve you as the registration. It would have all the details regarding the vehicle along with your name as the new owner of the vehicle.
It's much better now at the excise office it's just that the windows system is still kinda confusing. You go here and there and then again here and then to another window and so on. But the entire venture took my 2 hours only. We had to wait longer coz of the Juma prayers. I also took the seller along.
In total it cost me only 3550.
