I visited Neelam Family with my Family between 21st June - 27th June 2014. The purpose of this thread is to guide others what i learnt on this trip. I am sure this will help you to plan your vacations better.
Neelam Valley is a hidden Gem, a heaven for nature lovers. You will find lots and lots of water falls and amazing scenery. Dense Pine Jungles adds to the beauty. You will see simple and elegant life style of Kashmiris.

Neelam Valley Plan (6 nights and 7 days)
Average Room Rent 3500 Rs (Total 21000)
Petrol 7000 Rs
Jeep Charges 14000 Rs
Food (2 kids+2 adults) 2000 Rs daily (Total 14000 Rs)
Total 56000 Rs
Start Early from Rawalpindi , have lunch at Muzafferabad and stay at Keran (Drive time 7 hrs)
Next day visit Neelam Village and leave for Sharda at 3 PM (Drive time to sharda 3 hrs)
Have a night stay at Sharda.
Next day take a Jeep early morning (6 AM) for kel and taubat for night stay (Drive time to kel is 1.5 hrs). Jeep takes 12000-14000 Rs
Have a breakfast at Kel and then go to Taubat (Drive time 4 hrs)
Sight seeing and night stay at Taubat
Next day drive back to Kel and see Aurang Kel (4 hrs drive and 2 hr of Hike)
Stay at Aurang Kel.
Next day you can come back to Sharda and see Sharda university in the evening.
Travel to Kutton from Sharda for night stay (4 hrs)
From Kutton you can come back to Islamabad in 6 hrs
Notes.
It takes 4 hours from Rawalpindi to Muzafferabad.
From Murree till kohala try to take bourban road as Aliot road is bad
From kohala till Muzafferabad there are few land slide areas. Rest road is good. Road can get blocked due to land slide in heavy rain.
Neelam Valley road is just before CMH. Do ask for directions as it is easy to get lost if you are visiting this city for first time.
It takes 2.5 hours to reach Keran
Road till Keran is good.
It takes 2.5 hours to reach kutton
For kutton take left turn just after crossing jagran stream in kundal shahi.
Kutton road is not good so slow drive is advised. Any car can climb.
There is excellent cheap accommodation at kutton but you need to get it booked from Jagran Hydro Office in Muzafferabad.
There is AJK tourist resort at Kutton but rooms are not good quality. Food is also very expensive so do ask cook before ordering or they will rip your pocket in a day. I had to pay 1600 rs for 6 chicken tikka of extremely small size.
Neelam Village is a good place to visit while stayin at Keran
Valley trackers has good accomodation in Keran. Rooms have tv and a small fridge with electric geezers.
Light is available after Magrib.
Food is good at Keran Resort but menu is limited. There are no roadside hotels in Keran.
Road from Keran to Sharda is not good but cars can go till sharda.
The scenery is worth watching between Keran and Sharda.
Valley trackers has good accomodation in Sharda but there was light issue when i visited. There was no Tv so kids gets bored easily. Rooms are large and have 3-4 beds with 3 attached washrooms :). One is for bathing , one toilet with asian seat and other having English seat.
Food is good at Sharda Resort but menu is limited. There are some small khoka type restaurants.
