I'm at my wit's end trying to sort this out. I bought a Cultus in 2007 and left the country for 4 years leaving it in a relative's care still registered under my own name. I took it back when I returned 2 years ago and decided to sell it off a couple of months ago. Found a buyer in a dealer two days ago (don't ask why it's a dealer, long story and irrelevant... ) and they asked me to sign the transfer deed yesterday. They asked to have a look at the registration book and told me straight up that the documents aren't genuine and refused to proceed any further.
That registration book is the same as it was 7 years ago and I'm not interested in obtaining a duplicate because of the loss I'll be suffering when I haven't lost the book in the first place. Asking around I've been told that a new sort of booklet was issued in 2012, maroon jacket and many more pages long than the 1 page book I've got. The dealers are being fairly uncooperative to say the least; when they say these documents are not genuine do they mean that the documents are not in the most up to date form available or are they implying that I'm faking it full stop? Either way, I've had a look at Punjab's Excise Department's website and haven't found anything helpful regarding updating old books to fit the new format.
What do you lot say? Is updating the old book to the newer format even an option? What should I do? The deal was pretty much done and then this happens...
I'll be visiting the Excise department in person tomorrow anyway but I would appreciate it if anyone has any advice to give because frankly speaking I'm feeling quite blind at the moment.
