I have returned from Neelum valley previous sunday. Spent last day of Ramadan and Eid there.
As I was leaving on sunday the valley was swarmed by tourists, it is safer to have booking before you travel, because almost every decent place to stay was booked fully.
I travelled to Muzaffarabad on own car left it there, because it has poor road clearance, booked a Corolla 2.0 D with driver from there and travelled on it till Kel with family, without issues. Road is not in great shape particularly after Sharda, countless bad patches due to land sliding and some crossing of water streams.
I visited Keran, Sharda, Kel, Arrang Kel and Kutton. Wasnt impressed by Kutton. Nothing special about Kel either but Arrang Kel is a place out of fairy tales, very scenic but you have to hike for 30-40 minutes uphill after a 5 minutes ride in desi cable car to reach there.
Have a great trip, enjoy your time.
