From Kel to shountar is a rough and tough jeep track of around 3 hours if I remember rightly. You can hire full jeep for yourself for round trip or you can travel in local jeep on per person basis. I did chitta kattha track in July 2009, that time only two jeeps were playing between Kel and Shountar I mean one jeep from Kel to Shountar and other from Shountar to Kel every day. Don't know the current condition but obviously there should be more jeeps now.
Ask jeep wala k jana tu hm ne domail bala hai but first bring us to last jeepable spot (end of shountar valley), it is around 30, 40 minutes ahead of domail bala and worth witnessing place. Here you will see

and incredible view of Hari Parbat mountain which is second highest mountain of AJK.
If you would not go to this place, you would not be able to have full view of Hari Parbat, after spending some time here ask your jeep wala to get you back to Domail Bala which is actually your base camp for Chitta Katha lake.
Spend night in domail bala. Better would be to do the track in two days. First day start climbing from Domail Bala to chitta katha village. It should not take more than 2.5 to 3 hours. Spend night in chitta katha village in camp.
Next day leave early in the morning, reach chitta katha lake, spend some time and descend back to Domail Bala.
By the way chitta katha can be done in a single day (Domail bala to chitta katha lake and back to domail) but it is really tough and strenuous and not recommended. But if you have time issue and no option left then leave very very early (just before sunrise) in the morning from domail bala.
I did it in a single day and left from domail bala in dark before sunrize and reached lake around noon and spent just half an hour at lake and hardly could manage to descent back to domail bala before sunset. And we were total 5 members but only two could make it while other three quit. So do it in a single day only if you have no other option.
