This is the clear coat that's been damaged. Getting them faced / tooled would compromise the structural integrity. Your best bet would be to go over it with a 100-120 grit sandpaper, then a 320 grit one and gradually keep increasing the grit (5-6 different sizes) until you reach 2500 grit. Doing so would take off the old lacquer and give you a sort of a polished, yet cloudy finish. Once that is done, spray lacquer over it to protect it and give it shine.
