The oil prices are sky rocketing all over the world. There is not much our government can do about it

There is no "Top Secret" report. The truth is that USA has digged and used almost all of its "easy oil". There is plenty of oil in USA but its not yet feasible to drill it out. Reason is quite simple: Lets say the cost per barrel to drill oil from USA oil reserves is 70$ a barrel but the market value 65$ a barrel. Obviously its not feasible to drill that oil. (figures are assumed not real)
Now as the oil prices world over increase, pretty soon most of the oil that is unfeasible to drill at the moment will become economically feasibel. Approximarteky once oil price reaches 80$ a barrel, Canada will be able to exploit most of its undrilled oil reserves and will become the largets oil producing country, followed by Venezuela. Saudi Arab will drop to third place.
Again the rising prices of oil is not a "conspiracy". Its just inevitable. USA does not gain anything by the oil price hike, infact it is the biggest loser. Americans are addicted to oil. Even if USA's drills out oil from its well even then it can never satisfy its oil needs.
Right now USA is in a crisis situation because of the rising prices of oil. Bush has even floated an idea of not putting anything in the "Strategic Reserves" for the next 6months atleast.
