There is a risk involved with touts. The children can anytime stand up and say that the car was transferred after our father's death without our consent. So this will lead to a dispute.
Agree with above. Ask one of the children to transfer on his/her name before selling to u, else try to avoid.

Why would they bother to transfer it to their name as they are not the current owner of the vehicle as per OP's detail.
OP was two years ago. Current query 2 days back does not mention current posession details.
in any case, owner's CNIC copy is required to transfer the vehicle.
The children of the deceased will need a succession certificate with their names on it and mentioning the vehicle. Then they can transfer to their name and sell it off. There's no other legal way.
