i had city idsi 2004.bought zero meter and sold when odo was 195k kms. never had braking issues
tyres were dunlope sp sport. applied brakes at 160 also and as low as 60, brakes were responsive so when they say car has braking issues they might be mistaken.
comming back to your problem...i dont exact nature of ur problem but i will guide u few fixtures genrally they help really well
get front discs tooled a bit or get them rough, check brake pads, comming back get drums tooled a bit, check their pads, if u had a brake oil top-up then get the bleeding done (its brake ka pressure bana k bulbulay nikalne wala method).adjust the brakes, the adjustment is done on rear drums as front brakes are servo controlled.make sure when rear brakes are adjusted they have minimal possible distance b/w pads and the drum, note they should not be engaged (incase if u adjust them too hard they will get engaged and cause brakepads to wear quickly and will generate lots and lots of heat which is not good for adjacent items).
give your tyres rotation (bring rear tyres to the front and take front tyres to back). also get the balancing and alignment done.
above solution is a bit long but is not that costly...if brake pads are not to be replaced then the procedure will cost you about 1k and 2k at max.
