I think you should start with the basics first; repair/replace your starter first. You will be needing it for the compression and oil test; the vacuum test will also become easier. As for the manual, don't worry, you will start to understand it when you are under the hood of your car.
Clean the PCV valve, get the air filter blasted, and get the fan on auto if its direct, and get install a thermostat if its not already installed. Flush the radiator with citric acid, fill it with tap water for the time being, and bleed the air from it. There are plenty of threads about these topics; members will be willing to guide you.
All these are meant to make your car slightly easier to work on. The engine's condition can be more accurately gauged when its at the operating temperature.
