Remove the air cleaner compartment: It is attached with 4 clips and two pipes (shown as green arrows in pic) and can be easily done. : When fitting it back do ensure that all pipes and clips fit neatly back and air cleaner top side is correctly done

Remove fuel injectors. It can be removed as an assembly. The red arrows in pic 1 are pointing to 3 connectors of injectors, one main connector and 2 bolt positions. Now, referring to pic 4, the yellow/orange coloured are the injectors which can be further detached from plastic fuel line by carefully pulling out.
PRECAUTION : Carefully remove injectors, there is an o-ring seal inside if damaged it must be replaced
-Remove spark plugs. Yellow arrows of pic1 are pointing towards 3 clips and three bolts.
PRECAUTION : when loosening the bolt hold the plastic (plug coil) body with hand as if it cracks then the current will leak resulting into replacing it which is quite costly
-Remove Throttle body. Fitted with 4 bolts, refer to blue box in pic 1 the corners of box are showing the bolts
-Remove Air sensors. Though not very essential but just to over ensure I cleaned these as well. Both these sensors are located a little lower in the engine and

Air Sensor (senses hot air intake to air cleaner) located in the rear of engine. General Location is near the main clip of fuel injector assembly ref to pic 1.

2-Cleaning
. Just clean the insides with a dry cloth and use air pressure for the element.
Fuel Injectors. Referring to pic 4, the yellow arrows indicate the injectors, green as pipeline and red to the injector nozzle or output. Just pull out the injectors from assembly. Now take a car battery and 2 wires and connect these to each of the two pins on the injector (yellow arrow is pointing towards the location of these pins). In wrong, direction the injector doesn't work and in correct direction there is a slight "click" sound means it is working. Now pour some quantity of fuel from one side and if the output or nozzle side drips then the injector is blocked/ choked. Use carburetor cleaner spray (blue arrows) to clean, leave it for some time and test again till the nozzles are open and give a sprinkle/ shower type flow.
PRECAUTION . Do not short the pins of injector else injector circuit will burn and you'll not get a single one from market, rather a complete set for quite a handsome amount. PLEASE BE VERY CAREFUL HERE

Spark plugs . Just spray with carburetor spray, using sand paper on tip or adjusting gap is not recommended for Iridium tipped plugs. General life of these plugs is 100,000 KM
Throttle Body. Referring to pic 5 & 6 below. The yellows arrows are showing connector and sensor housing. Sensors are sealed inside the black plastic body and rivoted (white arrows). The only area that needs cleaning is the inside of the tube like area (encircled in green). Just use petrol or spray to clean.
PRECAUTION : Do not touch sensor tips with hand or cloth as it may damage it

Please note that economy is dependent on lot many factors like traffic, fuel quality, use of accelerator, condition of car mechanics, and etc etc. You'll find detailed threads on this topic. If your Vitz doesn't do 16kmpl in city then tuning or maintenance may not necessarily be the issue.
