Read, the entire thread “Maintaining UPS/CAR batteries” carefully I am very positive that you will easily find out how to adjust charging rate and cut of Voltage. I have replied this so many times, that’s its like repeating everything over and over again.
See, the reply against your queries
1) Once, UPS stops charging the batteries, Voltage against the terminals drops just like you have experienced, Its perfectly ok. Your Focus should be on backup time and since you said that charging rate is set to 14.5 Amperes and once voltage drops to 12.4 volts then UPS against starts to charge the batteries. This problem will be resolved once you will adjust the cut off Voltage. This inherit feature protects the batteries from remaining in discharged state for longer duration and adjusting the cut of Voltage will automatically improve this issue as well. You again said that UPS charges the batteries for few seconds, kicks the Voltage to 14.5 Volts, that implies that charging rate is also very wrongly setup. Fast charging, which is not intended for that specific battery is yet another factor which spoils the battery plates.
2) Adjusting Cut off Voltage is critically a small and important adjustment, where I have never said that your UPS is faulty. UPS is fine but Get this thing tuned just like we tune vehicles.
As far as Electrolyte is concerned, This is an issue throughout the Pakistan. Bad dirty Electrolyte kills the battery before its intended life. If you can get the good electrolyte then that will be very nice otherwise live with it.
