Apparently it seems you are right but only you two and God knows the actual reality. Anyway considering you have been conned my advice is not to send those HIDs back for repair you'll end up in another vicious cycle of satisfaction and frustration. Technically the other party is supposed to make full payment and take back the HIDs and in that sequence.

Otherwise leave it to God and you'll be compensated in ways you cannot imagine and the one who's cheating will suffer loss much greater .. i wish we all had this simple understanding. Anyway, its just my humble advice
