Banks do not operate like that, if there was a descripency in the transaction, which is 1 out of maybe 20 cases, then the amount should have been reverted back into the buyer's account. The money doesn't just vanishes in thin air. And their is also a receipt of the amount that has been transferred, so it's total BS on the buyer's part. He has done this before to a friend of mine, who is a very honest guy so I'm not amazed at what has been done here.
I myself buy a lot of car stuff via PW and OLX and I never ask for the parts first and payment later. It doesn't work like that. Aik hath se lo aik hath se do, that is the best policy. If one's intention from the start is to never pay (which is clearly the case here no matter what excuses the buyer makes), he'll ask for the parts first. This guy has set a very bad example for people who are fair in their dealings and who makes such purchases. Who will trust us now? Honest buyers have lost their credibility because of idiots like him.
I've been following this thread for a while now but I'm not amazed at this guy's antics. Noman, let this be a lesson for you, a very expensive lesson.
