Very nice project! Do post some pics when you can as it would help in grasping the full picture.
For the fine tuning of the engine and body lift, your best bet would be to have that done in Rawalpindi as there are a number of LC40 and 2F specialists still around. Also best practices and best-fit-jugaar parts in LC40 restorations are quite well established after over 30 years of experience. I believe Raza's excellent black FJ40 was done up here and RKR and his 3F are also feeling much better about their future together after the move
In fine tuning the engine, a fair bit of attention may be required depending on the state of things. But probably the trickiest part is getting the carb settings optimized, which owing to the age of the parts at times even gives the gurus a fair headache. For the three inch lift you need the right shackles/bushings etc. and obviously good shocks and decent leafs... probably manageable in Lahore but would recommend to get basics restoration done there and the lifting in Rawalpindi with shocks sourced from Kashmir Autos Karachi. I would have thought that wiring should be doable at any decent electrician, in Lahore provided you can get all the parts (the distributer cap is only half tricky thing that comes to mind, otherwise it is a pretty simple set-up with no gimmicks).
One more thing, I am not a fan of the three speed gearbox on the 2F and this should ideally be replaced with a 4 or 5 speed one to really let the monster engine loose! Anyways just some loud thinking from my end, I am sure you will have plenty of help out here. All the best!
