    1st cami
    2nd sierra/ninja/samurai
    3 mini pajero.

Btw sj410 is excellent will fall in your budget only down side is its bumpy ride and poor ac performance in summer secondly it will not give you more then 6km in 1liter petrol.

I'll suggest U to go 4 pajero junior (1100cc) or mini pajeri (having 1100cc engine)
2nd choice Daihatsu Terios (1100cc). The only draw back in Terios & CAMI is their low clearance bumpers. My personal experience with mini pajeri (1100cc) is vv.gud

    @desertian

Anything with a proper transfer case (separate HIGH and LOW gearing) qualifies as an off-roader no matter how small in size!
So, CAMI/TERIOS suck whenever they go off the tarmac!......only good for soccer moms!
Mini/Junior Pajeros (will get you anywhere, mostly) are cheap alternative to Jimnys if you have a limited budget..... but if money ain't any object, I'd get a Jimny....the coil sprung version!

Among the options available, only Jimny Sierra 1300 will suit you.
I have a 1988 Jimny Sierra 1300 auto, and it is excellent for off roading and daily city driving. Gives me around 7-8kpl.

I would suggest you a '96-'98 Pajero 3-door, best option and it'll be reachable within your price range.

But out of the three that you have mentioned, the Sierra would be the best pick.

    Mini Pajero!
Small, powerful, comfy, stylish and prestigious. But do go for 1100cc with 1.1 differentials and radiator or else you'll face trouble in driving it o highways or long routes.
Its the best off-roading vehicle amongst the list you've stated, Seriously. I own one and its fun to drive it.

Cami and Terios are 1.3 not 1.1 not suitable for going off-road neither is Mini Pajero
Best would be to buy a Jimny sierra (manual 1.3)
If you live in Hyderabad come to Karachi you are bound to find something good here

As per my knowledge Daihatsu Terios kid is 660cc & Terios is 1100cc while cami is 1300cc. (I am not 100% confident on this statment)
