Tiered licensing is the logical and safer method to obtain a license which is why it is used in most of 'motorcycle-friendly' Europe.
Like Umair mentioned, motorcycle endorsements in the US are a joke.
Starting out with a smaller displacement motorcycle almost always guarantees a comfort level which most riders can digest.
Having the option to buy a high performance motorcycle, for the inexperienced and impressionable, is a surefire way to increase irreversible 'memorable moments'.
When I was a Track Day Instructor, my advice to all new riders was to start out on a smaller sportbike (250, 500cc, etc).
Anyone to who took my advice never came back and expressed their regrets.
Speed is a product of the brain's capacity to absorb your surroundings.
With experience you feel comfortable.
Comfort ultimately makes you ride more relaxed.
A relaxed rider will go faster than a tense rider.
