As you compare prices of Cars in India with prices of Cars in Pakistan thats is why you're being told the Exchange Rate.
Lets not get into FOREX technicalities. Take a simple example. India is no different.
Chevrolet Spark loaded model costs there around 3.89lac INR = 5.75lac PKR. Apparently there is a difference of almost 2 lac between prices but the value of 3.89 lac INR is equal to value of 5.75lac PKR.
Here the CNG fitted loaded model of Joy costs 5.50lac PKR = 3.71lac INR.

Your points are very valid. I agree with you. But just not forget that these second hand imported cars are also trashed ones. Most of them atleast. Its good to know that your experience has been good and you didn't face any problem but @talha rightly said that how many Pakistani know good dealers like Alta? One of my colleague bought a 2003 vitz and he had to go through a major repair work. His AC is not that satisfactory.
My point is that the eradication of this problem doesn't lie in second hand imported cars.
In my humble opinion following factors can put the auto industry of Pakistan on straight track (i've been speaking of these things many times before so don't get bored :D):
Arrival of more and more brands for LOCAL ASSEMBLY. In this way the bargaining power of vendors will increase so local industry will flourish.
Imported cars but only brand new. Like Lancer, Sunny, Optra, Aveo, Proton etc. This will certainly bring IMC and AHC down to their knees. You must have observed the 'begging behavior' of IMC in newspapers last year.
This will certainly force them to improve quality and other technical features (ABS, EBD, ECT-i, VVT-i in Corolla would've been a dream).
Government should force these companies to acheive high "deletion level". In India the deletion level is around 90%-95% (ain't sure but i think its near to this).
This will definitely solve the dilemma of "transfer pricing" which makes cars very costly.
Yes the buying behavior should be changed. Automarket of Pakistan is not the consumer driven. The power of customers will increase with the arrival of new brands. More and more choices at consumer end will bring ease and pressure at manufacturer end.
There are lot more but my post is getting lengthy. I hope you'll get my point. These local cars do play significant role in driving our auto industry towards prosperity.
Its a good step by Nexus to reduce prices. Their direct competitor is Santro. I guess this is their answer to Santro Prime.
