I have the following roadmap in mind. Needs lot of activism and volunteers.
Step I:
Firs of all form local motoring clubs in your cities. Any seven or ten people can gettogether, draft a charter, and register as an association for just Rs 500 with district administration. The members should be 18 years or above with NICs.
STEP II:
Now you are a registered/legal entity. Try to meet local authorities, counclilors, politicians of your area and put forward your demands for a track.
STEP III:
Loop in the press/journalists in your activites. Initially introduce yourself and your activities in the form of one-page press release. Any meetings you hold or take any decisions put them in the form of a press release and distribute among media. It is very easy now because of email. Motivatate members to write letters to editors.
STEP IV: Write to authorities. It just take rupees 4 to send a letter to president of Pakistan and nothing on Internet. So write, write as much as you can about your club, your acitivies and place your demands at all levels, to youth ministry, to sports ministry, to prime minister, to president, to city mayor, write as much as you can and it is guaranteed that you will be called/summoned for a representation. Government support is crucial.
STEP V: Enlist private sector. Find sponsors in private sector. You can seek funds for car shows in your cities.
STEP VI: Now you are a growing group, it is good idea to bring out a four-page monthly/weekly newsletter. Again very nominbal costs involved, you alrady have computers and colour printers at home, no need to go to printers. You can go to a printer if a sponsor is willing to publish it.
These are a few steps in my view that can make a difference and make your mission achievable and easier. The order of steps is not rigid and can be shuffuled according to convenience, but 'REGISTRATION AS AN ASSOCIATION OR A CLUB' is must and necessary first step.
