This is what I've already mentioned and specially had long chats with our mentor (Zulfiqar). In my books, the origin does matter for sure. But according to many others, the oil is produced according to the international standards and quality would be same throughout the world.
I have many examples and would like to quote here the shortest one.
Mobil1 engine oil of USA origin started coming here in Pak. few years back. It was really outclass, outstanding, excellent and super doper good engine oil. But since the MAL is blending this oil in Pak. the quality has become significantly different (not on the better side, but other).
Another reasons, here we have corolla, reborn, etc. the types of engines that we are having in Pak. are not same in china or elsewhere in the world. Type corolla's or other PDM's engine name on wiki and it will give further details that which other country is producing these engines.
So in my books, despite the international oil standards, every country is blending oils according to the engines of their own country. I know many people will resist and will say that it doesn't matter because oil is meeting the international standards of SAE, ACEA, ILSAC, etc. but infact it does matter. In China, you will see that they don't have corolla, civic, city, cultus, liana, etc. What they have is, BMW, VW, Audi, Chrystler, Mercedes, etc. But most important thing is, that, all of these European branded cars are "made in china" infact. So these Chinese cars are VERY MUCH different than same brands of European cars. JFYI.
Donβt compare them with example of Mobiles, computers and other similar things. I've literally seen such cars and their performance in china and Europe too.
