but i think you forgot to mention that whn the springs got stiffer the more power wud b required to press the spring and there wud b more burden on the cam , and obviously that power is coming from the same system (timing) and it wud loose the same HP wht you are trying to gain there
though i understand what you mean in theory, it has been proven hundereds-of-thousands of times that this is not the case. for a similar setup take a look at the 1000cc minis which are raced in the UK to see how "lumpier" cams and stiffer springs have helped squeeze more power out of an engine which is barely fit for a lawnmower.

your plugs in these pics tell me this:
- there is a slight trace of carbon fouling which will lead ot a weak spark (you need a near perfect spark for CNG), this is caused by the mixture being over rich. have it leaned out very slightly.
- the engine is running slightly hotter than it should, this is common with CNG cars running in PK, the best thing you can do is to run "hotter" plugs and do whatever you can to ensure your cooling system is always in perfect order. not much more can be done about this.
for now, do the above and have the plugs cleaned and regapped. hopefully everything will be running smoothly again.
