Bro there is no fault in your vehicle, this is due to the laws in the country where the vehicle was imported from, as the higher mounted brake lights shine in the eyes of the driver behind you, in these countries the lights are disabled, if you open the rear door of your Prado you will find screws on the sides of the brake lights housing, undo all the screws and then gently ease off the brake light which is clipped in, once the light is removed check to see if you have the wiring in place, usually the wiring is in place already and if so, you would just need to install the bulbs, if not you would need to get an auto electrician to splice the wires going to the working bumper lights and extend them to the non-working lights.
If the wiring needs to be extended then please don't have some road side "electrician" do the job, take it to someone reputable and ask him to use a proper connector and an in-line fuse, you would probaly not need a relay for this.
