You can get an acceptable to good general purpose camera in this budget, but you are interested in 'scenic photography'. For landscape photography you need a camera with wide angle lens (focal length: 26 mm or 28 mm), and those are not available in this budget.
The best thing would be to go for a camera which has the usual ~35 mm lens but has a good in-camera panorama mode. The best I have used was in Kodak Easyshare 6.1 megapixel camera, shooting panoramas is extremely easy. These cameras are cheap and are meant for everybody and the results of auto mode (without any change in settings) are good. These also have a 3:2 mode which is according to the normal (6x4 postcard) print size, normal digital mode (for all digital cameras) is 4:3 which corresponds to computer screen size. Kodak has newer higher resolution models available.
When buying a camera for landscape photography, don't give too much importance to the zoom(3x, 5x, etc.). Look for the widest lens available. A 35 mm camera with 3x zoom has a range of 35 - 105 mm, 35 mm is wide and 105 mm is telephoto, for distant objects. In digital cameras the actual focal length is different so look for 35mm equivalent.
