can be done by removing the clips and cutting the silicone sealant which makes the headlights watertight and joins the lens to the housing.
you must be careful not to leave any gaps when you close the units or you'll have a "fog" issue with your lights.
as for painting the housing from the inside (what i'm guessing you want done), can be done by any painter, just make sure you get your old lights back (not exchanged with some other ones) and that you are there to check for any fingerprints etc before the lenses are rejoined with the housing.
