shukria for a reply that too three times. Well My class fellow did MS in petroleum from denmark. He is now working with biggest oil exploration firm in ME. Another did water resource engineering MS from same school in denmark and now in Australia. Well once you hit the professional ground if even you do degree from Harvard and you dont know the infield stuff then you are of no use. Civil engineering field is very practical, if you want to persue carrer on desk or infield in steel toe shoes. I am going to a project here where the PM is a carpenter but he knows how to run the field. if you earn degree from overseas even then I would recommend work in field for atleast couple of year. learn what is rebar, how to read a schadule, how to read elevations. its altogther different when you are in ground. so if you think after doing a graduation from overseas you will get a white collar job.. just shed this thought. you are here in the profession like any other to learn.
as in your case if you have no options to do BSC locally.. go for scandinavian universities Denmark, Finland e.t.c
Or why not an Australian university. you will get aproval very quick, language will not be barrier and you will have option later on to file for immigration and get a job with the local degree. so to me try Australia or NZ university first.
