hmmm well, to start with, I would say that you satisfy the work experience requirement which normally is 5 years in the relevant field, and you can even apply for immigration but I would suggest not to. The reason is that you have got a Bachelors degree, not that its not eligible, but I guess you wont have a strong case. Because I know a few immigrants and they are either Ph.Ds or Medical doctors. Secondly, to be very honest, IT sector is a bit calm, not just in Australia but throughout the world. My suggestion to you would be to either upgrade your degree to atleast Masters level to have a strong case (work experience you already have enough) OR a better alternative could be to apply for a Masters degree in your relevant field here in Australia and come on student visa. Once you have an Australian degree (atleast 2 years is a must), getting PR wont be a problem mate (because you already have work experience). Once you get PR, you could find yourself a job in your field. But remember, IT professionals normally get lower pay packages compared to other fields. To start with, you could expect somewhere between $40k-$50k per year, which is not something bad if you compare it with what you get in Pk. but still its a bit lower than what others get. If I were in your place, I would definitely prefer to come on a student visa first, as you are well aware of the current situation of our part of the world, so applying for immigration from pk wont be a better option (but thats just me). I would recommend you to upgrade your degree, better get an Australian Masters degree and then after completion, apply for your PR. And no, you get your passport 6-7 years after you get your PR. PR is just like american green card. The whole process is a bit too complex for me to write here but you can follow the links provided below in order to get more details:

Well, there is a difference between the two when we talk in terms of living in a particular city and starting up a business, because you wouldn't want to start your business in an already mature market. That would need a lot of homework on your part to determine which area would be best suited for your kind of business. You have to determine the market for your product first as you can't just start a business from nowhere and expect it to be successful. Talking about living, so I've lived in Melbourne for quite some time, its a very very beautiful city with a lot to offer, but its getting over populated day by day. Sydney already is too much congested. If you like going out, then bigger cities would suit you more, but for a person like me, Canberra is the place to be (y), cool, calm and quiet environment, very boring but soothing, life is not as fast as it use to be in bigger cities but still, for me it rocks, I like its solitude. Sometimes you get a feeling as if you are living in Islamabad, and the reason is that Islamabad, Canberra and Chandigarh (I guess) in India have been developed by the same development company. So Canberra is like home away from home :). In australia, I reckon its the best city for students because you dont get much distractions :). But still dont underestimate it, it has got a lot to offer too. One bad thing about Canberra is that its a bit expensive to live over here as compared to other cities. Even as a whole, Australia is expensive than the rest of the world. ooops sorry, I started my lecture on canberra. So to cut the story short, follow the following link to get more details on how to setup a business in Aus. Remember, you have to apply for a Business Provisional Visa first and then later on you can apply to upgrade it. Good luck!
