Yes, it's the same thing, whether the car currently in the 3S dealership is invoiced at some person's name or the dealership itself.
For example if it's invoiced in the name of Honda Avenue, then the franchise dealership by the name of "Honda Avenue" owns the car. You would definitely pay the transfer fee to Excise in this case.

Although the original question is related to 1.3 MT but for the knowledge of others seeking 1.5 version, the premium amount quoted to me for 1.5 MT standard (not Aspire) is 130000. This was told by Honda Fort when i visited them on February 26th.
