Umair the refund you got in your next salary was not from FBR. your employer simply deducts less tax in the next salaries so that by the end of fiscal year your tax liability is exactly what it should be.
Getting a refund directly from FBR is impossible. They never refund. Cases of last 10 years are still pending.

The tax refund has to be adjusted by employers. They are authorized by FBR to adjust WHT/advance tax against the tax calculated on salary. This adjustment can be carried out for all taxes paid by the employee during July 01 to June 30 (One Fiscal Year). The adjustment has to be made before June 30 each year though. If for example your annual tax on salary is 240k and monthly tax on salary is 20 k. Now if you buy an Altis and pay 75,000 as advance tax on booking and some WHT on registration (which includes token WHT tax) lets say you paid 90k total tax on the new car. Now in order to get all of it back you will have to inform your employer latest by February, so that in the next five months the employer deducts only 10k as tax against your salary (20k X 5 months = 100 k tax minus the 90k you already paid).
