I don't know why people go for kalam. Its a stupid solution where the paint of the car and kalam never match. Also, its not even so you can see the strokes which looks even worse on a new car.
Im sure you are aware of the detailing thread? You can start off by claying the surface, it should get rid of the black marks on the paint. A little bit of wet sanding with a 1000 and 2000 grit paper and the surface will be smooth again too.
However, I suggest go to good painter, ask him to mask off the section under the fog lamp and paint it. It will cost a little bit extra than a horrendous kalam but at least the car wont look like half the bumper was painted by a kid with a paintbrush.
