Janab, the regular procedure is to go to DC office in Hattian Bala which is the last town before Leepa Valley turn on Jehlum river.
DC office opens around 9 a.m. Get the NOC forms ready and put a stamp on it. People are sitting there who prepare such forms for a nominal fee. Once everything is ready, submit it in DC office and u will get the NOCs ready in couple of hours.
Now NOC will work for entering Leepa Valley and when u r entering at Reshian checkpost, inform them that u will come back from Mauji and Daokhan side if u want to do a complete circle of Leepa Valley. If u want to come from same side of Reshian then no need. You cannot go beyond Channian village on NOC. There are few more restricted attractions beyond Channian village 
The other shorter and more effective procedure is that if u have any good army connections then give them your NIC details alongwith all your team members including jeep driver if u are hiring one. They will inform the relevant brigade and unit HQ internally and also at Reshian checkpost. Once u r at Reshian checkpost and they clear your entrance based on intimation received about u, ask them to give u a chit so that other checkposts won't stop you.
To go to Bara Hazari ( a mountain top near LOC) u need separate special permission from army and usually NOC people wont get that permission. Only army connections work here.
