Regards coolant people just don't take care of it and I hate it. It causes corrosion in system, and ideally you need to flush it which means 3-4 quick changes, and even the involvement of a cleaning agent. Simple 1 change will cause the coolant to look dirty in a week, so nothing odd there.
In cold weather, especially if it's humid (foggy or rainy) it's common to see white smoke due to condensation and you will clearly see condensed water forming on the exhaust tip for a while. You will also see other cars smoking in abovementioned weather. If it's NOT a case of what I've mentioned above, then it could definitely be a cause of concern.
