First of all yes you can create account in paypal even you are in pakistan, and do business even in pakistan.

1. Create an online bank account and verify your paypal account by that bank, and use your pakistan phone as phone, if they get specious about your pakistan IP they will call you told them for business I am here in pakistan for 2 to 3 years. if you not use your pakistan phone your account may block due to not contacting with you.

2. In ebay choose worldwide shipping items and buy them you can use your credit card even seller accept only paypal payment (it means if you want to create paypal account for ebay then don't create it). You can google for this trick by searching keyword "pay without paypal account".
you can receive thing from even US choose https://www.usps.com/ as far I search they are much cheep and fast. Please if you have any better idea please share may it help to me and others.

Hello,
Has anyone reveived the goods (purchased through ebay)at their door steps? I mean not through some relative but u get it shipped from supplier for free as they claim. N what abt customs? Don't u've to have to pay duty on imported items.

Got multiple items, however I would encourage you to use AliExpress. You can use credit card and its the same thing
