So you are categorically saying that Shell is actually selling fake items - If that is true you need to do the following acts to be become a millionaire.
1 - get a bottle of Shell lube of your choice from a shell distributor
2 - contact an oil testing lab to verify the additive pack, tbn etc etc for the mentioned performance specification on the package
3 - when you find its fake - sue shell Pakistan Ltd and become a millionaire.
btw - Valvoline, Shell, Caltex/Chev/Tex, Castrol, FUCHS, Total, Agip, BP etc all sell high quality lubes which follow an independant performance specification, they are set by API, ACEA, ILSAC etc which are not part of any oil business.
All oils are originally sourced from crude, the group ratings of the base oils is what dictates whether the product is synthetic (mostly a marketing gimmick as a regular average customer thinks that synthetic oil is produced in a lab and not from crude distillate or wax etc.
