your car has mcpherson strut suspension with spindles bolted to the strut with 2 bolts and nuts, Your car manufacturer does not give provision for adjusting camber angle of the wheels during alignment. if camber is found to be bad then replacement of worn components is required - like worn ball joints, worn bushings, worn springs lowering the car etc.
As a work around to the big cost of repairing the suspension alignment technicians came up with a way to change the camber relative to the strut itself, They simply made the mounting hole a crescent which can then allow a lot of camber change.
The problem you are facing occurs when a lot of heat is localised at the bottom of the damper which can damage it. Or the damper was crushed while being held in a vice or something while drilling.
In any case - you can take the unit off and test it.
Please also note that if the suspension arm bolts were also messed with while wheels were hanging free (e.g. repair of any part) - the bushings will act like counter springs when the suspension comes to rest which also makes the ride rough.
