Thank you, Its not such of an "issue" with security, you just have to be cautious...preferably if you know someone in Pasni would be a good thing to go from there, as I will NOT be comfortable going with someone who I barley knew on such a remote trip.
Anyways the boat rent was RS.15,000x2 (two boats, excluding diesel) for 7 days and diesel (Irani) we bought was of Rs.5,000x2... we took 100gallons (approx) of fresh water etc
In total we spent 10,000 each, it was 6 of us who paid.
You can also avoid going to Pasni if you are comfortable with sea travel, you can hire a boat from Kemari and go direct to Astola in 2-3days boat will cost at-least 30-40,000 (you can by Iran'i disel and a lot more stuff 
en-route to Astola)
